

Civil Peace Service (CPS) professional (f/m/x) for strategic communications and resource mobilisation/fundraising in Costa Rica
The Civil Peace Service (CPS) is a programme for the prevention of violence and the promotion of peace in crisis and conflict regions. As a seconded professional with the CPS, you will be committed to partner organisations that are advocating for social justice, peace and the protection of human rights on the ground. The organisations are part of a national network of peace organisations and unite their efforts for sustainable and impactful social transformation.
An important local partner of the CPS program in Central America is Centro por la Justicia y el Derecho Internacional (CEJIL). CEJIL is a non‑profit, non‑governmental human‑rights organisation that uses strategic litigation, targeted advocacy, and communications to reduce inequality, discrimination and violence across Latin America. The organisation works in a context where security‑focused narratives about migration are shaping public discourse, increasing polarisation and undermining migrants’ human‑rights protection. At the same time, civil‑society human‑rights organisations face structural pressure due to declining traditional development funding.
You will work jointly with CEJIL to professionalise strategic communications. Through your work, you will contribute to explaining the externalities of migration policies and their human‑rights impacts in Mesoamerica to public and donor audiences, to promoting human‑rights‑based migration narratives, and to diversifying funding sources to strengthen the organisation’s institutional resilience.
CEJIL’s office is in San José, Costa Rica.
Your ResponsibilitiesIn particular, you are responsible for the following:
- Design and implement a participatory monitoring system for media narratives on migration, grounded in human‑rights analysis criteria.
- Jointly develop a cross‑organisational narrative framework and design and implement peace‑promoting communications campaigns on migration.
- Provide consultancy to build and sustain cooperation formats and alliances with journalists, media collectives, and communications networks to co‑produce and evaluate human‑rights‑based, peace‑promoting media.
- Develop an integrated communications and fundraising strategy with a conflict‑sensitive narrative, targeting diverse funding sources including philanthropy, CSR, and individual giving.
- Advise on a donor and partner portfolio and support proposal, negotiation, and learning processes with new funders and donors.
- Advise on the development of an internal communications and resource‑mobilisation/ fundraising toolbox, and design and deliver training and coaching for CEJIL and CPS partners.
What you bring to the table:
- A completed university degree (at least a Bachelor’s degree) in a relevant field (e.g. Strategic Communications, Social Marketing), with additional training in fundraising.
- At least five years' proven professional experience in strategic communications (including narrative analysis and development, and campaign and media-product design) and in resource mobilisation/fundraising strategies (including philanthropy, CSR, and individual giving) — preferably in migration and human‑rights contexts in Latin America.
- Expertise in conflict‑sensitive communication and experience in establishing and sustaining cooperation and exchange formats with media and civil‑society partners.
- In-depth knowledge of migration policies (US and Central America), universal and Latin American human-rights and protection frameworks, and a solid understanding of current normative and political debates on human mobility at regional (the Americas) and global levels.
- Experience of using participatory methods and facilitating knowledge exchange (e.g. interactive workshops, training, and coaching).
- Professional fluency in Spanish and English, both written and spoken.
- Willingness to travel regularly within the region.
- Intercultural awareness, strong communication and teamwork skills, and a keen interest in networking and collaborative working.
- We are looking for internationally experienced candidates. For this role, a minimum of five years' proven work or living experience outside Costa Rica is required.
